In the 1930s, NM legalized pari-mutuel wagering on horses.

In 1995, Johnson prematurely signed tribal gaming compacts without the binding authority of the state. However, during this year he instated a state-run lottery.
It was not until 1997, that 13 Indian gaming agreements were finally bound to the state when they were passed by the legislature and signed by the new governor Johnson.
In 1999, NM formalized its negotiating process with tribes by adhering to the Compact Negotiation Act.
In 2000, a lawsuit occurred between the NM Attorney General and the tribes for the non-payment of their revenue sharing.
By 2001, new compacts were negotiated and approved by the state legislature to offer class III games. All but two tribes signed off on the new compacts until the disputes between the state and the individual tribes were settled. This was done by 2005.
In 2007, there were amendments made to the 2001 compacts. These amendments were approved by the state and signed by tribes.
In 2016, legislation was introduced to legalize daily fantasy sports. This is still open for discussion.
In 2018, PASPA was revoked by the Supreme Court; New Mexico’s Tamaya tribe finds legal loophole via their gaming compact with the state which allows their casino to offer sports gambling as permitted under their Class III gaming license.
